Background

In 1945, Wesley D. Chipman opened the first CPA office in the Yuba-Sutter area. In 1959, Mr. Chipman and Lonny L. Renfrow formed a partnership, which later was changed to Chipman & Renfrow Accountancy Corporation.

For over sixty years, our firm has been providing quality, personalized financial guidance to local individuals and businesses. Experience is a great teacher, providing knowledge and developing expertise. Over the years, Chipman & Renfrow has helped hundreds of business owners to achieve sustained growth and long-term prosperity.

Our CPA Team

Larry D. Rudd, CPA

Larry Rudd joined Chipman & Renfrow Accountancy Corporation in 1965 and now serves as the senior partner of the firm. A graduate of Brigham Young University where he earned a Bachelor of Science Degree in Accounting, Mr. Rudd specializes in helping business clients solve management, tax, and accounting problems, in addition to handling tax and estate planning for individuals. Mr. Rudd is an active member of several professional organizations, including the American Institute of Certified Public Accountants and the California Society of Certified Public Accountants. He is actively involved with the community and has served as a leader in The Church of Jesus Christ of Latter-Day Saints, Boy Scouts of America and other community and civic organizations.

James W. Chalmers, CPA

James Chalmers joined the firm in 1972 and currently serves as managing partner of Chipman & Renfrow Accountancy Corporation. Mr. Chalmers holds a Bachelor of Science Degree in Accounting from California State University, Chico. He is a licensed Certified Public Accountant in Nevada and California with over 35 years of public accounting experience. His primary focus is to provide comprehensive tax and business planning strategies for the firm's clients, including corporations, partnerships, individuals and fiduciaries. He is a member of the American Society of Certified Public Accountants and the California Society of Certified Public Accountants. Mr. Chalmers also sits on the Board of Directors for Marysville Rotary Club and is a past Board Member of Yuba-Sutter Chamber of Commerce. He has served as Committee Member for the Fremont-Rideout Hospital Foundation Planned Giving Committee and Treasurer for the Rotary District.

Fred A. Ball, CPA

Fred Ball joined the firm in 1976 and serves as the firm's tax partner. Mr. Ball is a graduate of Southeast Missouri State University, with a Bachelor of Science Degree in Accounting and holds a Master's Degree in Taxation from Golden Gate University. He also holds a Certificate in Personal Financial Planning. He has a broad background in all aspects of income, gift and estate tax law, and extensive experience in representing clients before the Internal Revenue Service and Franchise Tax Board. Mr. Ball has over 35 years of experience in public accounting and was an Internal Revenue Agent for eight years prior to joining a national firm. Mr. Ball is also an active member of both the American Institute of Certified Public Accountants and the California State Society of Certified Public Accountants. Mr. Ball is an active member of the professional community and formally served as Secretary of the Yuba-City Kiwanis Club.

Joseph A. Lopez, CPA

Joseph Lopez joined Chipman & Renfrow Accountancy Corporation in 1975 and currently serves as the firm's audit partner. He is a graduate of California State University, Chico where he earned a Bachelor of Science Degree in Accounting. With over 30 years of experience, his expertise lie in the areas of audit and attest services for the public sector and health care industry. Mr. Lopez also has extensive experience with medical practice management services, tax planning and compliance for individuals and small businesses. He is an active member of both the American Institute of Certified Public Accountants and the California State Society of Certified Public Accountants.

Mark A. Boyer, CPA

Mark Boyer joined Chipman & Renfrow Accountancy Corporation in 1983. He holds a Bachelor of Science Degree in Accounting with a minor in Economics from California State University, Chico. Mr. Boyer has over 20 years of experience in public accounting. He has extensive experience in the area of tax compliance, audits and attest services, profit sharing and employee benefit plans, in both the public and private sector. Mr. Boyer is a member of the American Institute of the Certified Public Accountants as well as the California Society of Certified Public Accountants. He has served as chairman of the American Red Cross - Buttes Area Chapter; President of the Yuba City Rotary Club and President of the Active 20-30 Club of Marysville and Yuba City, in addition to other community leadership roles.

Barbara R. Swift, CPA

Barbara Swift joined the firm in 1985 and has over twenty-five year experience in public accounting. She holds a master of Science degree in Business Administration, with an accounting concentration, from California State University Sacramento. She has extensive experience in the areas of tax compliance, audit and attest services, tax planning and business consultation. Mrs. Swift is a member of the American Institute of Certified Public Accountants and the California Society of Certified Public Accountants. She also serves on the boards of Sutter Buttes Sunrise Rotary, the Yuba-Sutter Family Y.M.C.A., the Yuba-Sutter Salvation Army, and Sutter Community Affordable Housing.
